Des documents qui prouvent que derrière les agissements de Mustapha Ould Salma Ould Sidi Mouloud il y avait la main de la DGED marocaine.
Ould Salma est présenté par le Maroc comme un défenseur des droits de l’homme et il se trouve depuis 2010 à Nouakchott où il est gracieusement rénuméré par la DGED, lui ainsi que sa famille à Smara occupée.

Note
Objet : compte rendu de la mission à Washington du père de Mustapha Salma
J’ai l’honneur de soumettre très respectueusement à l’attention de Monsieur le Directeur Général le compte rendu de la visite à Washington de Monsieur Ismaili Moulay Salma, père de Mustapha Salma sidi mouloud, du 07 au 13 octobre 2010.
En application des Instructions de Monsieur le Directeur Général, un déplacement a été effectué à New York , le 07 octobre 2010, pour récupérer Monsieur Moulay Salma, qui se trouvait à New York dans le cadre des travaux de la quatrième commission qui ont eu lieu aux Nations Unis du 04 au 06 octobre 2010, et l’amener à Washington pour des rencontres avec les responsables américains au Congrès, au Département d’Etat ainsi qu’avec les acteurs associatifs des ONG des droits de l’Homme et les médias.
L’objectif de la visite :
La visite de Monsieur Ismaili Moulay Salma entre dans le cadre des actions visant à exercer plus de pressions sur l’Algérie et le Polisario pour obtenir la libération immédiate de Monsieur Mustapha Ould Salma et assurer ses droits, en tant que réfugié, à la libre expression et à la libre circulation. Le choix de l’ONG américaine Leadership Council for Human Rights avait pour but d’utiliser les mêmes armes dont nos adversaires font recours , à savoir les ONG des droits de l’Homme. Le Leadership Council for Human Rights pourrait être l’équivalent de ce que RFK (Robert Kennedy Foundation) a fait pour la séparatiste Aminatou Haidar.
Le sponsor de la visite :
Afin de garantir un aspect humanitaire à la mission, l’ONG américaine Leadership Council for Human Rightsa été invitée à sponsoriser la visite du père Salma et son fils Mohamed Cheikh. Notre Ambassade à Washington ainsi que notre cabinet de lobbysme ont été informés de la visite mais sollicités de rester à l’écart pour sauvegarder la crédibilité de l’ONG en question et assurer l’impact de la mission. Il convient de rappeler que l‘ONG Leadership Council for Human Rights a été derrière la mobilisation des organisation américaines des droits de l’Homme, des médias ainsi que des membres des congrès, qu’a connu Washington à la suite de l’arrestation de Monsieur Ould Salma, appelant à la libération immédiate et son condition de Mustapha Ould Salma. La présidente de cette ONG, Madame Kathryn Porter, est une activiste des droits de l’Homme qui a été parmi les fondateurs de la Commission Tom Landos des Droits de l’Homme au sein du Congrès, très respectée pour sa lutte pour les droits de l’Homme. Madame Porter avait visité le Maroc, en MAI 2010, en compagnie de Monsieur Joe Griebosky et avait promis défendre la justesse de la cause marocaine et surtout de démasquer la vérité des adversaires.
Le programme de la visite :
Monsieur Ismaili Salma a fait le déplacement à Washington, après celui du New York, pour plaider pour la libération de son fils. Le programme organisé pour sa visite par l’ONG Leadership Council for Human Rights comprenait des rencontres avec les responsables américains du Département d’Etat, le Congrès, ainsi que des ONG et des Think Tanks évoluant dans la défense de la liberté et les droits de l’homme. Copie du programme est ci-joint en annexe.
Le Malaise du père Salma :
Monsieur Salma, qui n’a jamais eu des entretiens avec des responsables américains semblait fatigué par le nombre des rencontres organisées pour lui. Le jour de la rencontre avec le Directeur du Bureau du Congresman Howard Berman, Monsieur Salma, « sans préavis » n’a pas pu continuer et s’est évanoui dans le bureau dudit Congresman. Monsieur Berman a été immédiatement informé, et a instruit son staff d’appeler le médecin de permanence du Congrès. Ce dernier s’est immédiatement arrivé au bureau de Monsieur Berman et a commencé à le soigner de son malaise. Les autres infirmiers du corps médical du Congrès, ont eux aussi, fait ce qu’il fallait avant de décider que, vu son passé cardiaque, il fallait le transporter en urgence à l’hôpital. Le bureau du Congressman Berman a ainsi appelé le numéro d’urgence (911), qui ont dépêché une ambulance pour l’évacuation de Monsieur Salma, qui a été admis, quinze minutes après, à l’Hôpital Geroges W. Washington.
Une équipe de télévision, qui a été avisée préalablement pour filmer la rencontre avec le Congressman, a été invitée par la police du Congrès de quitter les lieux. L’équipe a été sollicitée pour suivre l’ambulance jusqu’à l’hôpital pour l’envoi immédiat des images de Monsieur Salma à l’Hôpital Georges Washington à la chaine nationale. Le représentant de la MAP, qui a été invité pour couvrir, a pour sa part informé, par dépêche, sa Centrale.
Monsieur Salma, a été sollicité de rester à l’hôpital pour 24 heures et ce afin de s’assurer que sa santé est hors danger.
D’autres images et déclarations ont été envoyées à la RTM pour exploitation, au cours de la soirée et le lendemain, quand Monsieur Salma a quitté l’hôpital pour rentrer à Rabat.
A Rabat, la RTM et la MAP ont été informées de l’arrivée de Monsieur Salma pour couverture. Un médecin a été à l’aéroport pour un control de santé, avant que Monsieur Salma soit transporté par l’ambulance du l’aéroport à l’hôtel Tour Hassan.
Exploitation du malaise du père Salma
Le « malaise » du père Salma a été, par la suite, exploité pour faire plus de pression sur l’Algérie et le Polisario. Dès l’annonce de son malaise, l’ONG Leadership Council for Human Rightsa été invitée à contacter les ONG, Amnesty International, Human Rights Watch, RFK, le Congrès, le Département d’Etat pour les informer du malaise du père de Salma, qui s’est évanoui, au sein du congrès, en plaidant pour la liberté de son fils, détenu par le Polisario sur le sol algérien pour avoir fait des déclarations en faveur de l’autonomie.
Médiatisation de la visite :
Monsieur Griebosky a été informé de l’importance de la médiatisation de la visite de Monsieur Salma à Washington. Dès l’arrivée de ce dernier, des communiqués ont été rendus publiques par le biais du NEWS WIRE. Durant son séjour, le Scranton Time Tribune a publié un éditorial très important appelant le Département d’Etat à faire preuve d’engagement pour savoir le sort de Mustapha, et ce conformément aux valeurs américaines.
D’autres articles, sous forme de lettres ou de communiqués, ont été publiés sur le net par le Daily Caller, Morocco Board, El Muhajer, le Christian News Wire ainsi que des milliers de commentaires sur le Face book et le site crée et dédié à cette question, « Freemyson.org».Selon Monsieur Charai, les chaines de Télévision Fox News et CNN ont également évoqué la visite de Monsieur Salma. Copies des articles, lettres et communiqués sont ci-joints en annexe.
La conférence, qui était prévue pour Monsieur Salma avant son malaise devait réunir plusieurs journalistes comme Al Ajazeera, Al Arabiya, Fox News et autres.

WASHINGTON, Oct. 8 /PRNewswire-USNewswire/ — U.S. Senator Jim Bunning (R-KY) wrote to Secretary of State Hillary Clinton, joining other Congress members and international human rights advocates expressing concern for the safety of Mustapha Salma Ould Sidi Mouloud, the outspoken Sahrawi leader whose whereabouts are still unknown. The Polisario Front said Wednesday it would release him following his Sept. 21 arrest and imprisonment in Algeria. Senator Bunning asked Sec. Clinton to inquire into this « very troubling incident » of the Polisario’s jailing of its own Chief Police Inspector.  Mustapha Salma was charged with « treason » and « espionage » as he was on his way to rejoin his family in the Tindouf refugee camps in Algeria and speak out in favor of Morocco’s compromise autonomy plan to end the decades-long Western Sahara conflict.
« I am writing to express my concern for the safety and well-being of Mustapha Salma Ould Sidi Mouloud, » Sen. Bunning wrote Clinton. He said while the Polisario statement on « the release of Mr. Sidi Mouloud is good news, it is a very troubling incident. Your assistance in obtaining information on his continued safety, and that of his family, would be greatly appreciated. »  He also asked Sec. Clinton for « any other information on how and why this detention occurred. »
Bunning noted Mustapha Salma was on a trip in southern Morocco sponsored by the UN High Commission for Refugees (UNHCR). After seeing the progress in Morocco’s Sahara provinces, which he was visiting for the first time in 31 years, Mustapha Salma vowed to return to the refugee camps and voice his support for Morocco’s autonomy plan to end the 35-year Western Sahara dispute. Bunning pointed out that prominent international human rights groups—including Amnesty International, Human Rights Watch, Leadership Council for Human Rights, the UN High Commissioner for Refugees (UNHCR) were critical of the arrest. Other U.S. Senate and House of Representatives members have also spoken out.
Earlier this week, Mustapha Salma’s father and brother made personal appeals in New York City to the United Nations Secretary General Ban Ki-moon and international human rights groups to ensure the Mustapha Salma was freed from prison to be with his family and free to speak his mind to refugees still in the camps in Algeria. The father and brother live in Smara, southern Morocco, where Mustapha Salma was kidnapped as a young boy by Polisario raiders who killed four family members.

This raucous election season illustrates just how much Americans value rights to dissent and free speech, yet they are values that we do not always press vigorously abroad.
A case in point is unfolding in Northwest Africa, against the backdrop of one of the world’s longest-running but least known territorial disputes.
For about 35 years Algeria and Morocco have been locked in a stalemate over disposition of Western Sahara, a vast tract occupied mostly, as its name implies, by the western reaches of the Sahara Desert.
A separatist organization backed by Algeria, the Polisario Front, is based at Tindouf, a desert refugee camp in Algeria.
On Sept. 21, Mustapha Salma Ould Sidi Mouloud, a security officer for the Polisario Front, publicly declared his support for an autonomy plan favored by Morocco to resolve the dispute, after visiting several sites in the Western Sahara under the auspices of the office of the United Nations High Commissioner for Refugees.
He subsequently was detained in Algeria while en route back to Tindouf. Although his release was announced last week, he has not been heard from since.
There are differences of opinion within the U.S. government and among individual members of Congress about the long-term resolution of the Western Sahara issue, but there is no disagreement that people there should have freedom of movement and freedom of speech.
Several U.S. senators and congressmen have asked Secretary of State Hillary Clinton to protest Mr. Sidi Mouloud’s detention and to press Algerian authorities to disclose his location and return him to his family.
Mrs. Clinton should do so in this case, and whenever fundamental American values – which also are specific to a number of international human rights declarations endorsed by the United States – so blithely are violated.

1/Evangelicals Raise Their Voices to Heaven for the Freedom of Sidi Mouloud
Washington, DC – Over 10,000 voices rose in prayer Sunday for Mustafa Salma Ould Sidi Mouloud and his family, and for an end to the brutality, corruption and injustice in Algeria.
Sidi Mouloud was illegally and unjustly detained by Algerian authorities on September 21 for exercising his right of free speech, calling for the freedom of his people form the camps in Algeria.  
Christians are called in Scripture to pray for those who suffer and to advance justice and mercy, so we could not stand idly by as an innocent man is punished for exercising his God-given rights,” stated Reverend Rob Schenck, President of the National Clergy Council and Chairman of the Committee on Church and Society for the Evangelical Church Alliance International and the organizer of the national prayer alert for Sidi Mouloud.

 The Algerians and Polisario announced on October 6 that they intended to release Sidi Mouloud, but no one had seen or heard from him.  Then on October 7 they stated that they had released him, but again no one had seen or heard from him. On October 8, the Polisario representative in Washington told the US State Department that Sidi Mouloud was in Mheriz with his mother, but when she was contacted, she said that he was not with her and she had not heard from him. On October 10, Sidi Moulud’s mother stated that she still has not seen or heard from her son, despite the Poilsario’s claims.
 “As one voice, thousands of Christians cried out to Heaven for Sidi Mouloud and his family. We prayed and continue to pray that God will grant Algerian leaders humble hearts so that they will see the error of their ways, free Sidi Mouloud, and allow him to return safely to his wife and children,” continued Reverend Schenck. “I pray there is some humanity left in anyone in Algeria to make the right decision here. »
